Business Resource Management Services (BRMS) was founded in 1995 as a consulting organization dedicated exclusively to providing Business Resumption and Disaster Recovery planning and related services. As an objective third party, BRMS helps companies analyze their business from a recovery perspective and develop cost-effective solutions to continue critical business functions.


BRMS focuses specifically on these areas of risk management accompanied by extensive subject matter expertise. What this means to its clients is cost effective services that are well integrated and managed. BRMS offers services tailored to meet clients’ specific recovery needs and other critical planning issues, not pre-packaged plans or expensive “single use” planning software. In addition, BRMS will also provide consulting services on a fixed price basis that allow our customers to accurately budget for the costs of their projects.

BLAINE R. MCCLURE - BRMS Founder and President

Mr. McClure has an extensive background and expertise in Disaster Recovery and Business Continuity Planning.  He served as Vice President in the Contingency Planning Division of Security Pacific Bank.  He was responsible for multiple projects involving plan development for external customers and internal “user departments”.


Mr. McClure served as a Senior Consultant for Comdisco Disaster Recovery Services (CDRS) Western Region for five years.  During that time he successfully conducted multiple planning engagements across a wide range of business and industries.  These planning efforts included:

  • Development and testing of multiple Disaster Recovery Plans for data centers.
  • Business Continuity Plans for corporate entities with both single and multiple locations.
  • Developed extensive experience in the area of Business Impact Analysis (BIA).
  • Conducted BIA, Gap and Recovery Strategy Analysis for major health care providers, data processing services, electronics manufacturers, and other diverse industries.
  • Developed plans for both domestic (US) corporations and their international subsidiaries.


Mr. McClure is extremely well versed in all aspects of disaster recovery and business continuity planning including:

  • In-depth interviews with all levels of management and staff.
  • Evaluation of site, data, facility and related security issues.
  • Review and recommendations of Vital Records/Offsite Storage programs.
  • Development of both project management and project implementation plans.
  • Creation of comprehensive plans for the overall organization and individual teams.
  • Gap Analysis of existing plans and both RTO and RPO expectations.
  • Development, distribution and recommendations of Requests for Proposal.
  • Evaluation, Cost/Benefits Analysis and recommendations for various recovery strategies.
  • Detailed plans required to execute those recovery strategies.
  • Evaluation and selection of alternate processing/resumption sites.
  • Pricing and selection of internal and/or external recovery options.
  • Plan, hardware, network and team testing at all levels of the organization.
  • All other aspects of the recovery and continuity planning and implementation process.

  • A dental device manufacturer with operations in California and Costa Rica
  • An auditory implant device manufacturer in Northern California
  • A medical implants manufacturer with locations in Connecticut and California
  • A major health care services provider (Health Net and CareAmerica) in California
  • Large hospital organizations including Childrens Hospital of Los Angeles


Mr. McClure developed and conducted seminars on the topic of Disaster Recovery Planning.    He has also been a guest speaker at the Association of Contingency Planners (ACP) and numerous other organizations.


Eleven years ago Mr. McClure founded Business Resource Management Services (BRMS) a consulting organization dedicated to all facets of Business Continuity Planning.  Among other clients, BRMS has served as the exclusive West Coast consulting organization for Chubb Services Corporation and Practice Manager for Omnikron’s Disaster Recovery consulting organization. For the past four years Mr. McClure has served as Director, Information Technology Disaster Recovery Planning for Health Net, Inc.  In that role he developed organization-wide Disaster Recovery Plans; conducted an extensive companywide Business Impact Analysis; coordinated the most extensive and successful recovery simulation test in the company’s history; and coordinated with Health Net’s Business Continuity Planning Committee.  In August of 2008 he resumed leadership of BRMS and is currently actively involved in Business Continuity and Disaster Recovery Planning.


Mr. McClure has a Juris Doctorate from Southwestern University College of Law and a Bachelor of Arts degree in Speech and Communication from California State University Northridge.  He also holds a Certified Business Continuity Professional (CBCP) designation from the Disaster Recovery Institute International.
